If you've been told a room-in-roof or rafter insulation job will be £2,000-plus and you're wondering whether the grant system might take care of it — there's a decent chance the answer is yes, and in more cases than most homeowners realise. Multifoil is a fully grant-eligible measure in 2026 across three different funding routes: ECO4 (the headline scheme), ECO4 LA Flex (the council-led extension that catches households missed by the benefit gates), and GBIS (the lighter-touch backup for everyone else).

ECO4 — the main route
ECO4 fully funds multifoil when the household receives one of the qualifying benefits — Universal Credit, Pension Credit, Income-related ESA, Income-based JSA, Income Support, Working Tax Credit, Child Tax Credit, or Housing Benefit. The property needs an EPC rating of D or below for most measures, and the work has to be done by a PAS2030-accredited installer (we are). Contribution from you: £0.
ECO4 LA Flex — the route most people miss
LA Flex is where councils can nominate households that need help but don't hit the benefit-gated criteria. There are three routes, and you only need one:
- Route 1 — Household income below £31,000 a year (after housing costs).
- Route 2 — Anyone at the address has a condition that's made worse by living in a cold home: asthma, COPD, cardiovascular conditions, immunosuppression, mental health conditions affecting cold tolerance, age 65+ with mobility issues, or a child under 5.
- Route 3 — EPC E, F or G with no other qualifying gate, eligible at the council's discretion.
GBIS — the fallback when ECO4 doesn’t fit
GBIS (Great British Insulation Scheme) runs alongside ECO4 with lighter eligibility gates. Qualifying property: EPC D–G in Council Tax bands A–D (England), A–E (Scotland) or A–D (Wales). The contribution is partial — GBIS typically covers 50–75% of the multifoil install cost, leaving you with £400–£900 on a typical 3-bed job. Still a meaningful cut, and worth taking if ECO4 doesn't apply.
The eligibility check — what we need from you
- Your address. We pull the current EPC automatically.
- Council Tax band. We check the published register — you don't need to tell us.
- Whether anyone in the household receives qualifying benefits (yes/no at this stage — proof comes later).
- Whether anyone has a relevant health condition (yes/no — we only ask for evidence if LA Flex turns out to be the route).
- Annual household income bracket: under £31k or over £31k (for LA Flex Route 1).
What isn't funded — the honest list
- Multifoil for non-residential outbuildings (garden offices, garages without living accommodation).
- Multifoil for second homes — funding is primary residences only.
- New-build multifoil — schemes cover retrofit only.
- Multifoil installed by a non-PAS2030 contractor. That voids the funding entirely — check the accreditation before you sign with anyone.
